From 2022 to 2026, EnDev tested Demand-Side Subsidy (DSS) approaches in Liberia, Malawi, Niger and Uganda. Each approach came with its own market conditions, challenges and surprises. The pilots were designed from the outset to generate learning as much as results and find out what works, what does not, and what it takes for governments, development organisations and the private sector to move from a promising pilot to scale.

In this interactive design exercise, participants will grapple with the real trade-offs involved in designing a DSS scheme, learn to influence future DSS schemes and walk away with practical insights they can apply in their own work.
